Strategy
Dragon Dance Set
Moves: Dragon Dance, Outrage/Dragon Claw/Dragon Rush, Brick Break, Substitute
Item: Life Orb or Yache Berry
EVs: A full investment in Attack and Speed.
If Outrage is used, a Lum Berry is recommended.
Mixed Attacker Set
Moves: Draco Meteor, Aerial Ace, Brick Break, ThunderPunch
Item: Choice Scarf, Life Orb, White Herb, or Yache Berry
EVs: A full investment in Attack and Speed.
Defensive Set
Moves:Dragon Claw/Dragon Rush, Thunder Wave,Roost,Double Team
If you're using Thunder Wave in this set, it doesn't make sense to use Dragon Tail. Using it completely defeats the purpose of paralyzing your foe, which is pretty much ensuring you will attack before them. Dragon Tail is -6 on the speed priority scale, so if you use it, the paralyzed Pokémon will still attack before you.

So get rid of Dragon Tail - Thunder Wave is good to have because it's an awesome move, and works well on Dragonite since its speed generally isn't fantastic. Replace Dragon Tail with Dragon Claw or Dragon Rush, depending on how much you care about accuracy.
Roost works well if your Dragonite has its hidden ability Multiscale, because when you do get hit, you'll take 50% less damage than normal.
Using Protect in a Double Battle is OK, but doesn't work as well in a Single Battle unless you use Toxic instead of Thunder Wave. Replace this with a physical attack (something like Fire Punch or Brick Break - coverage against Ice types) or Double Team, so you can give your opponents fits trying to hit you with Multiscale and Roost.
Item:Brightpowder
Leftovers would be helpful if you use Protect, but you shouldn't and therefore shouldn't equip Leftovers. Yache Berry never hurts if you're fearful of Ice Beam. Brightpowder is a decent choice if you use Double Team.
EVs: A full investment in Defense and Sp. Defense. Give or take a few for Attack.
